Does this make a photo visa-compliant?

No. This tool only adjusts crop, pixel dimensions and JPEG file size. It does not validate head size, background, lighting, facial expression, recency or whether the issuing authority permits a particular alteration. A photo that meets the pixel and file-size limits may still be rejected.

What if the output exceeds 240 KB?

At fixed dimensions, the tool reduces JPEG quality to try to meet the limit. If the limit cannot be met, it displays a warning. Inspect the result carefully, especially facial detail, before using it.
